For almost two years, if you wanted a patio, a cocktail, or a reason to leave the house on a Friday night in Frisco, you drove to The Star. It was the only option still open.
Main Street through the historic Rail District closed for construction in the summer of 2024, part of a $68 million redevelopment that touched nearly every block between Elm Street and the new Fourth Street Plaza. The work finished in stages this year. Main Street reopened in June, the five-story parking garage completed in May, and the Fourth Street Plaza wrapped in September, with a grand opening for the district set for October 2026. That's close to two years for a habit to set. If downtown wasn't an option, The Star was the default, and defaults don't get questioned much.
This fall, the default gets tested. The Rail District is walkable again. At the same time, The Star is adding its most ambitious restaurant yet, and a few miles south, an office park that has spent thirty years selling itself on square footage is opening two restaurants with real Dallas pedigree. Frisco residents now have an actual decision to make about where to go, instead of just accepting whichever district happened to be open.
The name to know is The Imperial Room, and it says something that a pizza guy is the one opening it.
Jay Jerrier built his reputation at The Star on Cane Rosso and its sister concepts, Zoli's Pizza and Thunderbird Pies. His other tenant there, the soft-serve shop Cow Tipping Creamery, served its last scoop on July 14, 2026, after a decade at 3685 The Star Blvd. In its place, Jerrier's PILF Restaurant Group is opening a 600-square-foot cocktail lounge that seats just 25 to 30 people, modeled after Juniper Bar in Manhattan. Cocktails come from Dallas bartender Gabe Sanchez, food from corporate executive chef Mat Urban, and the plan leans toward shareables like housemade focaccia and cacio e pepe rather than a full dinner menu.
"Ice cream is an incredibly seasonal business, and we've wanted to create a cocktail lounge for a long time," Jerrier told Community Impact when the concept was announced, adding that the room "gives us the opportunity to build something completely different."
The Imperial Room was slated to open in early September, next door to Cane Rosso and a short walk from the Cowboys' headquarters. It's small by design in a district built for game-day crowds, and that's the point. The Star already has plenty of places to watch a game. This room is designed for a quiet night out.
More is on the way in the same stretch. Moxies, a Canadian dinner-and-cocktails concept already operating in Southlake and Plano, is taking the former City Works space at 3680 The Star Blvd., though that one targets a 2027 opening. Chubby Skewers, a Chinese barbecue chain built around tableside cooking, chose Frisco's Warren Parkway for its first Texas location over every other city in the state.
Three miles south, HALL Park has spent thirty years being an office address first. That changes this fall too.
Headington Companies, the Dallas hospitality group behind The Joule hotel, is bringing two of its Design District originals to 3101 Gaylord Parkway: Commissary and Tango Room. Both occupy ground-level space beneath The Monarch, HALL Park's luxury apartment tower, next to the 5.7-acre Kaleidoscope Park.
Commissary is part cafe, part bakery, part neighborhood market, built for a Tuesday breakfast taco as much as a Saturday brunch. Its Frisco location becomes the brand's flagship, meaning every other Commissary will be supplied from ovens in Frisco rather than the other way around. Tango Room, the steakhouse next door, built its Dallas reputation on an intimate twelve-table room and dishes like foie gras and a caviar martini. The Frisco version gets a larger bar, more seats, and a private dining room, a deliberate step up from the original.
The deal traces back to two developers who hadn't worked together before this year: HALL Group's Craig Hall and Headington Companies' Tim Headington.
"I believed in Frisco long before the growth reached there," Hall told The Dallas Morning News when the lease was announced. "Even when it was just farmland with cows, the potential seemed good."
Both restaurants are targeting fall 2026, which puts HALL Park's opening in the same season as The Star's and the Rail District's.
| District | New Anchor | Format | Built For |
|---|---|---|---|
| The Star | The Imperial Room | 25-30 seat cocktail lounge | A quiet night near the Cowboys' front door |
| HALL Park | Tango Room & Commissary | Planned flagship bakery and steakhouse | A planned all-day routine, coffee to dinner |
| Rail District | Reopened Main Street and Fourth Street Plaza | Walkable historic downtown | Whatever the district's small businesses have on that week |
None of these three needed the others to succeed. The Star has drawn crowds on its own for years. HALL Park's bet rests on Headington's and Hall's names doing the work, not on downtown reopening. The Rail District's shops and restaurants absorbed two years of construction costs whether or not The Star or HALL Park existed.
What changes is the resident's decision. Since the summer of 2024, there hasn't been much of one. This fall, more options are on the way. A small cocktail room at The Star for a date night. A planned flagship bakery and steakhouse at HALL Park for a Saturday that could start with coffee and end with a caviar martini. A historic downtown that's finally walkable again for whatever its restaurants and shops are doing that particular weekend.
If your Friday night routine hasn't changed since 2024, it's worth updating. The default you picked out of necessity two years ago might not be the one you'd pick now that there's an actual choice.
Restaurant openings are one of the clearer signals of where a city is headed next, and which pockets are worth a closer look. If you want a read on what's changing in a specific part of Frisco beyond the dinner menu, Rhonda Brown tracks this kind of shift closely. Schedule a consultation.
